If the state of Utah is to effectively meet its future water needs, it will involve more than simply providing adequate water supplies and delivery systems. Water supply decisions can greatly impact water quality, the environment, recreation, downstream water users and many other aspects of society. Water planners and managers need to be aware of these impacts and develop plans and strategies that fully consider them in order to make effective decisions.

This chapter discusses in detail the importance of water quality and the environment to the management of Utah's water resources. Other considerations such as land management and water yield, reserved water rights, and the Colorado River are also briefly discussed.
